Cleary Giacobbe Alfieri Jacobs, LLC is pleased to announce the addition of three new attorneys to the Firm’s Education Practice Group in 2025:

R. Scott Eveland – Partner:

Scott concentrates his practice in the area of representing school boards and other public entities with an emphasis on and education law, special education law, labor and employment law. He has extensive experience in special education matters and represents clients during all phases of these matters including identification meetings, evaluation determinations, IEP meetings, in mediation, in Complaint investigations, at due process and administrative hearings held at the OAL and in litigation appealed into the Federal and State Courts. 

Jaclyn S. D’Arminio – Partner:

Jaclyn focuses her practice in education law, special education law, labor and employment law. As part of the practice group, she serves both as general counsel and special educational counsel to local public-school boards, and governing bodies of non-public schools across the State of New Jersey. She has a particular specialty in special education law. She regularly advises and represents her clients through all aspects of special education matters including identification meetings, evaluation determinations, IEP meetings, mediation, Complaint investigations, due process and administrative hearings held at the OAL and settlement agreements. 

Ruth Albuquerque – Associate:

Ruth Albuquerque provides legal support to local boards of education and school districts. She navigates complex legal issues surrounding board governance, statutory compliance, and labor relations. She is committed to advocating for the rights of students and educational institutions, striving to create a supportive and legally compliant environment for all.
